Background:

Groundswell International, www.groundswellinternational.org, is a partnership of local organizations and activists dedicated to the global movement to overcome poverty, inequality and ecological destruction by supporting community-based organizations to work together to improve wellbeing, spread lasting solutions and engage in wider coalitions for change.

Groundswell and its partners work in Burkina Faso, Ecuador, Ghana, Guatemala, Haiti, Honduras, Mali, Nepal and the Philippines. In Haiti, we have partnered with Partenariat pour le Développement Local (PDL), a Haitian NGO dedicated to enabling rural communities and peasant organizations to lead their own development processes. Groundswell and PDL share and have articulated a 10-year vision of a prosperous and sustainable Haitian countryside as the foundation for national development.

Groundswell and PDL currently support eleven peasant organizations, representing 152,340 people living in rural areas of Sans Souci in Northeast Department and Savannette, La Belle Mère, Montagne Noire, Bois Pins, Bailly, Mathurin, Bois Neuf, Bouyaha, and San Yago in North Department, and Saint Michel in Artibonite Department. We also support two emerging networks of six mature peasant organizations, representing 95,812 people living in Artibonite, North and West Departments. Our programs work to build the capacity of these peasant organizations and communities to lead their own development processes and to sustainably improve their agriculture, livelihoods, health, and resiliency.

For the key role of Haiti Monitoring & Evaluation Coordinator we seek an independent, responsible, detail-oriented person able to play the lead role in developing and managing M&E systems to ensure accurate and timely analysis and reporting.

Position Summary:

The Haiti M&E Coordinator will be responsible for all Groundswell/PDL project level monitoring and evaluation, data management and analysis in Haiti. Working closely with Groundswell and PDL staff, the position will design data collection and processing tools, manage data entry and validation, develop data quality assurance protocols, regularly track performance of multiple projects with quantitative and qualitative data analysis, and substantively contribute to the preparation of regular reports for various funders.

Specific Roles & Responsibilities:

  • Lead efforts to collect, enter, validate, store and analyze M&E data related with Groundswell/PDL rural development projects in Haiti.
  • Support the processing of different sets of data on project interventions related to assessments, baselines, activity progress and performance tracking and other monitoring and evaluation related data analysis.
  • Keep track of reporting deadlines and ensure that reports are prepared on time, accurately and in line with M&E expectations outlined in the relevant project proposal, grant agreement and/or other project documents and communications.
  • Lead the PDL staff team in the development of all project reports, and coordinate with Groundswell staff to ensure report quality.
  • Support local Haitian partner organizations in devising appropriate data management systems and provide technical trainings to enhance their capacities to implement them.
  • Work closely with field teams to support data collection activities and train enumerators on M&E data collection tools.
  • Develop appropriate data management templates and formats for project activities and support project partners on data management systems.
  • Document all processes of analyses and data management and update data templates regularly in coordination with appropriate Groundswell and PDL staff.
  • Respond to routine internal and external data requests for reporting needs to donors, stakeholders and staff.
  • Explore the use of mobile phone technologies/applications in data collection.
  • Other related functions as assigned by the Groundswell and PDL management team.

Location & Travel Requirements:

  • The position will be based in Port-au-Prince, Haiti, and the Haiti M&E Coordinator will be expected to work out of PDL's office when not in the field.
  • Regular travel to rural Haitian villages participating in the Groundswell/PDL program.
  • Attend the Groundswell annual global conference (typically in September in the US).

Qualifications:

The ideal candidate will have the following skills and experience:

  • Minimum of 5 years of experience with project monitoring and evaluation, including data collection, management, analysis and reporting.
  • Qualification and hands-on experience with evaluation methods, including participatory methods, survey design and administration is essential.
  • Outstanding qualitative and quantitative research and analytical skills.
  • Prior experience working in Haiti and ample knowledge of the social reality of the Haitian countryside.
  • Fluency in Haitian Creole and proficiency in English (written and verbal).
  • Good knowledge of computer hardware and software (including MS Excel and other data management statistical software), and readiness to learn about new software and coach others.
  • Good English writing skills, as the position will frequently prepare data summaries for different levels of reporting.
  • Ability to work independently, manage multiple tasks and to work in a diverse environment with different people and in field environment with limited facilities.
  • Capacity to establish and maintain effective relationships with coworkers and program participants.
  • While not required, experience on mobile technology use in M&E is preferred.

Background: The goal of HELP's Academic Department is for all students to develop English proficiency, capacity in information technologies, as well as the skills and desire to work for positive structural change in Haiti. HELP's English, IT, and Leadership classes are taught as separate curricula, but cross-curricular connections are an important part of course development.

Duties:The English Instructor reports to HELP's Academic Director, and works with other program staff on all aspects of the English program for 150 HELP scholarship students. Responsibilities include but are not limited to:

  • Preparing and teaching HELP's English curricula, including class scheduling, grading, office hours, and individual tutoring
  • Monitoring and evaluating courses and students' progress
  • Outreach to guest speakers and institutions that can provide assistance in advancing HELP's mission
  • Coordinating with other HELP staff to ensure consistency of English message and approach, as well as planning English-focused extracurricular events which may be in collaboration with the Leadership program (such as volunteer projects, game nights, and other student-led initiatives)
  • Reporting (monthly program reports, special event reports)

The English Instructor's responsibilities will also include residential life advising in one of the HELP student houses, as well as interviewing students and drafting profiles and updates for HELP marketing materials and donor reports, helping students with international study opportunities, etc.

Sustainable Organic Integrated Livelihoods (SOIL) is a grassroots non-profit organization that has been promoting ecological sanitation (EcoSan) in Haiti since 2006. care. Knowledge and understanding of advanced life support and trauma care. Familiarity with occupational safety

and health regulations. Regular attendance at continuing education training and seminars is required.

5. Ability to diagnose and treat a full range of illnesses and injuries. Interpersonal skills suitable to advise patients

and families who may be under considerable stress. Respect for medical confidentiality. Sensitivity in eliciting

information from those who may have difficulty articulating their condition.

EMPLOI: Community Development Program Manager

Responsibilities:

The Community Development Program Manager (CDPM) is first and foremost responsible for the successful implementation of the Apprenticeship Program. This includes: student scholarship management, Saturday program material, the tutoring program, hiring and managing all program staff and volunteers, fundraising, and over all, ensuring the health and well being of all Apprentices while on REBUILD property. Additionally, the CDPM will liaise with community members involved in REBUILD programs to assist with issues including health, emergencies, and other unforeseen obstacles that may hinder the growth and ability of someone in our program. This position reports to the Country Director. Performance will be assessed on the accomplishment of these duties and responsibilities.

Duties:

  • Apprenticeship Scholarships:
    • Build a positive relationship with all Apprentice schools.
    • In conjunction with a Haitian counterpart, perform an evaluation of all participant school administration and educators at least once a year.
    • Ensure that all Apprentice school fees are paid in a timely manner.
    • Determine the scholarship package of each individual Apprentice, and ensure that the package is fulfilled to the agreed upon terms.
    • Act as the lead during application reviews and the approval process. Be involved in all interviews, application review, and home visits.
  • Saturday Program
    • Create a comprehensive calendar of events for each semester's Saturday Program. Ensure that material is meaningful and covers the objectives and topics laid out in the program overview. All subject matter must be in line with REBUILD globally's Mission Statement and Core Values.
    • With the Apprenticeship Program team, create and teach the modules recorded on the AP calendar.
    • Recruit volunteers or short-term staff, if necessary, to teach necessary skills classes.
    • Manage all staff and volunteers that participate during the Saturday Program.
    • Maintain a trusting relationship with all Apprentices.
    • Conduct regular "check-ins" with all Apprentices. If these meetings reveal a serious problem in the home or at school, intervene ONLY IF it is possible to do so in a prudent and RESPONSIBLE manner.
  • Tutoring Program
    • Manage all tutoring staff with the assistance of the Tutoring Director. Ensure that the Tutoring Director is maintaining a functional tutoring schedule.
    • Perform "surprise" observations of tutors to evaluate performance on a periodic basis.
    • Evaluate Apprentice academic performance based on grades, exam scores, and trimester tutor reports to determine tutor effectiveness.
  • Fundraising
    • Until the time that REBUILD globally has full time grant writing and donation solicitation staff, it is the Apprenticeship Program Coordinator's responsibility to ensure that this program is properly funded.
    • Organize successful fundraising events. Events should include dynamic entertainment and other ways to incentive donors to attend and give.
    • Coordinate donor outreach through online or traditional venues including bi-monthly updates on our Global Giving site.
    • Write relevant grant proposals.
  • Community Development
    • Work with members of the REBUILD family and other community members on issues that may be hindering their growth and well-being. Examples may include: helping to identify medical treatment, collaborating with other organizations to assist when issues fall out of our scope, work to support family togetherness – always respecting the parents and their abilities.
    • Creatively look for opportunities to alleviate the suffering of our immediate family and our surrounding area when approached to do so.
    • Act as a support system when appropriate.
  • Budget and Finances
    • Write and maintain an annual budget for the program. Ensure that program staff sticks to the budget, and that all growth occurs in a sustainable and responsible fashion.
    • Ensure that all scholarship packages, and tutoring and Saturday program material purchases stay true to the budget.
    • Report all relevant budget-related items to the Country Director and CEO.

Qualifications:

2-5 year experience in international development or education. B.A. required in international development, education, international relations, policy, or other relevant field. Masters Degree in international development or education preferred. Experience working with schools in the developing world strongly preferred. Must have a positive attitude, great planning skills, the ability to work in a hectic environment, and a commitment human rights and education. Must be able to participate in "big picture thinking" while this successful program is growing.

Time Commitment:

This position allows for some flexibility when setting your schedule, however it typically requires a 40 + hour workweek. The Apprenticeship Program Coordinator must be present during and before all Saturday program activities, which currently operate from 9AM-12 PM.
